Winston Smith brings over 35 years of experience in corporate management, business development, banking, and real estate development.
Mr. Smith was actively involved in business advocacy and supplier development activities for 7 years in his supplier diversity roles at AT&T and Microsoft. From those positions, Mr. Smith served on the boards of the National Minority Supplier Development Council, the Business Consortium Fund, the Women’s Business Enterprise National Council, the US Pan Asian American Chamber of Commerce, Diversity Information Resources, the Advisory Committee of the US Department of Commerce Minority Business Development Agency, the Diversity Advisory Committee of the Institute of Supply Management, the Minority Business Executive Education Advisory Board of the Tuck School of Business at Dartmouth University, and various other boards and committees.
Mr. Smith is a dedicated and successful advocate for minority, women, and service disabled veteran business enterprises.
Senior Vice President and Chief Lending Officer
Ruben Rodriguez is an experienced business professional with 35 years of in-depth knowledge of finance and small business lending with JPMorgan Chase Bank, Bank of America, and New York National Bank. He joined the Business Consortium Fund in May 2012 and is involved in all aspects of the BCF with particular focus on managing the organization’s loan portfolio, including loan underwriting.
Before joining the BCF, Ruben managed the loan portfolio for Seedco Financial Services, Inc. (currently known as TruFund Financial Services, Inc.) a national non-profit organization that provides affordable capital, hands-on business assistance and solutions to small businesses, non-profit organizations and real estate developers.
Ruben received his BA degree in Economics from Lehman College in the Bronx in 1989.
Vice President ANd Controller
Ms. Socorro Vallejo joined the Business Consortium Fund (BCF) in 1994 as an Office Manager and was promoted to Assistant Vice President and Controller in 2000. She has held her current position as Vice President and Controller since 2014.
Ms. Vallejo has 24 years of experience in non-profit impact financing. She manages the financial structures, systems, and reporting for clear analysis, strategic planning, and operational and administrative management of the BCF and its subsidiaries. She also manages the BCF’s Internship Program established in 2012.
A native New Yorker, Ms. Vallejo earned a BS degree in Accounting from Lehman College.
Assistant Vice President, Loan Portfolio Manager
Ms. Garcia joined the BCF in May 1996 and assumed the responsibility of Loan Operations Manager later that year. In 2018 she was promoted to Assistant Vice President, Loan Portfolio Manager. She is responsible for the administration, servicing, monitoring, compliance reporting, renewal and loan restructuring. Ms. Garcia has over 20 years of experience in loan operations and commercial lending to Minority Business Enterprises (MBEs). She is responsible for managing the daily loan operations of the Business Consortium Fund (BCF) and Triad Investments, LP. Prior to joining the BCF, Ms. Garcia worked as an assistant to the Economic Development Specialist for the Bronx Council for Economic Development. She assisted with the formation of a Business Improvement District (BID).
Ms. Garcia received a Bachelor Degree of Arts (BA) in Economics and Business Management from Herbert Lehman College in 1996.
Thomas C. Fitzgerald
Thomas C. Fitzgerald has been a member of the BCF Board of Directors since 1987 and served as its Chairman from 1990-1994. He is currently Executive Vice President & COO of BCF Business and Financial Advisory Services, Inc., and Chairman, Triad Capital Corporation.
Mr. Fitzgerald is the retired Vice President and Treasurer of Hershey Foods Corporation. During his 25 year career with Hershey he was responsible for developing and executing the Company’s capital market and financing strategies and all Treasury based activities including cash management, interest rate and foreign exchange exposure management, benefit asset investment, investor relations, credit administration, risk and insurance, and commodity procurement and hedging.
A native of Louisville, Kentucky, Mr. Fitzgerald received a BA degree in Economics from Western Kentucky State University.
